The Clean Heat Standard Technical Reference Manual (CHS TRM) was developed pursuant to 30 V.S.A. § 8128(c) and serves as the authoritative reference for estimating the emissions reductions attributable to the implementation of clean heat measures. This reference was developed by Opinion Dynamics with input from the CHS Technical Advisory Group under the supervision of the Commission. Official determination of credit values for individual clean heat measures will be made by the Department of Public Service.
