Standard Offer Purchasing Agent RFP

The Vermont Public Utility Commission (“Commission) is seeking a Standard Offer Facilitator to manage the Standard Offer Program established under 30 V.S.A. § 8005a. The Commission is also seeking Purchasing Agent to manage a limited number of legacy power purchase contracts made pursuant to the Public Utilities Regulatory Policies Act. The enclosed Request for Proposals (“RFP”) solicits responses from parties interested in providing the services of Standard Offer Facilitator and Purchasing Agent. Because of the similarities between the responsibilities of these positions, and to increase the efficiency of the Commission’s contract management process, the Commission is interested in having one provider that can perform both functions. Proposals must be submitted to the Commission in writing by 12:00 P.M., May 15, 2020. Other intermediate milestones are explained in the RFP.
