EEU Orders of Appointment and Process Administration Document

The Commission issues Orders of Appointment to Energy Efficiency Utilities (EEUs), and may renew or terminate an Order of Appointment based on the results of an assessment of an EEU's performance. At a minimum, the Commission conducts a comprehensive review of an EEU's performance every six years.

Orders of Appointment

City of Burlington Electric Department

On April 19, 2011, in Docket 7466, the Commission issued an Order re Order of Appointment for City of Burlington Electric Department to provide EEU services in its service territory, and the BED Order of Appointment

Vermont Energy Investment Corporation

On December 20, 2010, in Docket 7466, the Commission issued an Order re Order of Appointment for Vermont Energy Investment Corporation to serve as Efficiency Vermont and the VEIC Order of Appointment.

On February 12, 2016, in Docket 8455, the Commission issued VEIC a second term in Order re Order of Appointment for VEIC and the VEIC 2nd Term Order of Appointment

Vermont Gas Systems

On April 17, 2015, in Docket 7676, the Commission issued an Order re Order of Appointment for Vermont Gas Systems, Inc. to provide natural gas EEU services in its service territory, and the VGS Order of Appointment.

On June 13, 2016, in Docket 8694, the Commission amended VGS’s appointment in Order Amending VGS Order of Appointment and the VGS Amended Order of Appointment.

EEU Process and Administration Document

The Process and Administration Document is a comprehensive document that describes the entire EEU program structure. It sets forth the procedural and administrative framework for all EEU Orders of Appointment. The Process and Administration Document is intended to be a “living document” that would be revised in the future if the Commission makes changes to the EEU Program.

Process and Administration of an Energy Efficiency Utility Order of Appointment was most recently revised on February 12, 2016, in Docket 8455.
