Hearing Attendees Identify Issues Regarding PUC Amendment to Rule 3.708

Summary of Comments at Public Hearings on October 23 & 29, 2019 │ Department of Public Service Petition for Rulemaking to Amend Public Utility Commission Rule 3.708

Public hearings were held by the Public Utility Commission (“PUC”) in Brattleboro on October 23, 2019, and in Montpelier on October 29, 2019.  The purpose of the hearings was to provide opportunities for public comment on the PUC rulemaking to amend PUC Rule 3.708 in Case No. 19-0252-RULE.  Attendees identified the following issues for the PUC to consider regarding the rulemaking:
  1. Aesthetic, environmental, and health concerns regarding wireless pole attachments;
  2. Opportunities for public participation in the pole attachment process;
  3. Pole-attachment delays and associated delay costs due to utility-pole replacements;
  4. Self-help procedures for pole replacements and for pole attachments above the communications space;
  5. Reducing the time for resolving disputes under the Rule’s complaint procedures.
