Request for Proposals for an Independent Audit of Reported Savings and Cost-Effectiveness of Programs Delivered by Vermont Energy Efficiency Utilities- Proposals are due by 2:30 p.m. on August 2, 2021. Proposals must be delivered via email to  andrea.poppiti@vermont.gov

The following questions about the request for proposals were submitted.  The answers are included below:

  1. Are TEPF programs included in the scope of this audit? For example, BED’s 2020 Annual Report reports TEPF costs and savings separately from their EEU activity.

Answer: Yes, TEPF programs are included in the scope of this audit.

  1. BED reports MMbtu and CCf in their “End Use Summary” sections of the annual savings reports. Are these fuel impacts also accounted for in VGS savings?

Answer: Yes, VGS savings claim results include MMbtu and Ccf savings.

  1. Are Community Energy and Efficiency Development Fund (CEED) programs included in the scope of this audit? For example, we found a 2017 Savings Claim Summary filed by Green Mountain Power, and the program activity includes energy efficiency.

Answer: CEED programs are not within the scope of this audit. 

Green Mountain Power’s energy efficiency programs are operated by Efficiency Vermont.

  1. Can you please provide the 2019 BED Savings Claim Report?

Answer: BED will provide its savings claims for each year as part of the audit process.  BED’s verified savings may be reviewed in their annual reports  (provide relevant case numbers)
