Annual registration FAQ I made a mistake. How do I change it?

Please check your answers carefully before hitting submit. If you make a mistake, you will need to fill out a new form and submit again. Annual registration FAQ What is the Commission’s policy on handling proprietary business information?

Please see the Commission’s January 24, 2024, Order Granting Confidential Treatment of Registration information. To summarize the findings of that order: The Commission will treat specific form information as confidential for five years from the date the annual registration form is submitted and will ask that the Department of Public Service and the Agency of Natural Resources do the same.

Annual registration FAQ I can’t fill out the form online. Can you provide me with a paper copy (and/or PDF)?

The Commission strongly encourages registrants to fill out the fuel dealer registration form online using the link provided at the top of this page.

If you are unable to fill out this form electronically, please find a printable version of the form in the Commission Order issued January 17, 2024 (Order Addressing Requirements for Annual Registration).

 

Annual registration FAQ The Clean Heat Standard isn’t passed yet. Why do I have to register?

Public Act 18 (2023 Vt., Bien. Sess.) (“Act 18”) is a bill that became law in May of 2023. Act 18 includes many requirements that are effective now, including that entities who sell heating fuel into or in Vermont must register with the Commission by January 31, 2024 (see 30 V.S.A. § 8124(b)(1)).

Annual registration FAQ How do I report data if I do business in other states in addition to Vermont?

The reporting details pertain to heating fuel sold into or in Vermont. Please see the “What information will I need?” section for more about the types of information you will need to have to complete your annual registration.

Annual registration FAQ I sell one of the types of fuel listed, but I don’t think all of it is used for heating purposes.

Vermont law requires entities that sell “heating fuel into or in Vermont” to register annually with the Commission.  Heating fuel is defined as “fossil-based heating fuel, including oil, propane, natural gas, coal, and kerosene” (see 30 V.S.A.

Annual registration FAQ The heating fuel I sell isn’t listed. Do I need to register?

Vermont law defines heating fuel as “fossil-based heating fuel, including oil, propane, natural gas, coal, and kerosene” (see 30 V.S.A. § 8123(11)).

The fuel dealer registration form allows for a user to check a box for “other” if you sold fossil-based heating fuel into or in Vermont that is not categorized as oil, propane, natural gas, coal, or kerosene.

Annual registration FAQ What do I do if I need help?

The Vermont Public Utility Commission will host an information session on January 23, 2024, from 2:00 PM-5:00 PM. This information session will offer technical assistance with completing the registration form. The Commission cannot provide legal advice on any aspect of registration. If you have any questions in the meantime, you can contact the Clerk’s Office by phone at (802) 828-2358 or by email at puc.clerk@vermont.gov.

Annual registration FAQ How will I know it worked?

You must click the “submit” button on the signature page at the end of the form by January 31, 2024, to complete your registration. When you submit the form, you will receive an emailed receipt. The receipt contains a confirmation number that you can reference if you need to communicate with the Commission about your submitted return.
