Report to the Legislature: Exemptions From the Standard Offer Program


This report submitted to the Senate Committee on Natural Resources and Energy, and the House Committee on Energy and Technology as required by Act 53 of 2017,discusses the exemption and makes recommendations about how to address any issues arising from the exemption. The Commission has identified two significant concerns arising from the exemption. First, Section 8005a allows utilities to be exempt from the standard-offer program “regardless of whether the provider owned the energy's environmental attributes.” The second issue is that exemptions shift the cost of the standard-offer program from the customers of the exempt utility to customers of the participating utilities.

Media Release - Applicants Sought for Two VSPC Vacancies

The Vermont PUC is seeking applicants for two vacancies on the Vermont System Planning Committee (VSPC) to represent the interests of electric power supply resources, such as electricity generators. The openings are for one primary member and one alternate member, who would attend VSPC meetings when the primary member is not available. The VSPC plays a key role in the planning process for Vermont’s electric transmission system by facilitating the full, fair, and timely consideration of non-transmission alternatives to new transmission projects. Formed in 2007, it also encourages public involvement, transparency, and accountability in Vermont transmission planning in general and in the consideration of specific projects.
