Location:  Parties are requested to meet promptly at 12:00 P.M. The solar array is located between a cell tower and the transmission corridor. Walking access to the solar array location will begin at the cell tower access driveway, which is gated. The cell tower e-911 address is 201 Upper Loveland Road, Norwich. These coordinates may be helpful: 43.725342, -72.289842. Attendees are reminded to dress appropriately for the changing weather conditions and be prepared to walk.

RE: Petition of Halladay Solar LLC for a certificate of public good, pursuant to 30 V.S.A. § 248, authorizing the installation and operation of a 2.2 MW solar electric generation facility in Middlebury, Vermont

Location:  Parties are hereby requested to meet at the project location in Middlebury, Vermont, promptly at 2:00 P.M. on Tuesday, May 17th. There is no street address. The location is 43°59'06.5"N 73°08'37.9"W, Middle Road South, Middlebury, Vermont. Attendees can get to Middle Road South off of Halladay Road, and then park along the side of the road.

The Petitioner is directed to bring at least one large paper copy of the site plan to the site visit for the Hearing Officer and the parties to use for purposes of reference.
The Commission requests that all attendees at the site visit will make best efforts to maintain a six-foot distance from other attendees who are not members of their household. However, the Commission recognizes that given a particular site’s physical characteristics, that may not always be possible to achieve. The Commission welcomes all attendees at the site visit to wear masks or cloth facial coverings during the site visit if desired. Attendees are reminded to dress appropriately for the changing weather conditions and possibly muddy conditions.

Location: Parties are hereby requested to meet at 680 E. Hubbardton Rd., Castleton, Vermont, promptly at 4:00 P.M. You may park on the western side (the right side upon entering) of the RMG Stone Products building located at the address.
The Petitioner is directed to bring at least one large paper copy of the site plan to the site visit for the Hearing Officer and the parties to use for purposes of reference.
The Commission requests that all attendees at the site visit will make best efforts to maintain a six-foot distance from other attendees who are not members of their household. However, the Commission recognizes that given a particular site’s physical characteristics, that may not always be possible to achieve. Location:  Parties are hereby requested to meet at the proposed site which is off Davis Road in East Randolph, in the vicinity of the existing log landing. Attendees will need to park along Davis Road. Here are the coordinates: 43°54'13.2"N 72°34'06.4"W
Coming from I-89, take the Randolph exit and head east on Rt 66. From Randolph Center, and depending on Vermont mud season road conditions, you may wish to travel on Rt 66 east to Rt 14 then south on Route 14 to Davis Road. When on Davis road, the site will be on your right.
Alternatively, you may wish go south at the entrance to VTC and proceed on South Randolph Road to Davis Road. The site will be on your left.
The Petitioner is directed to bring at least one large paper copy of the site plan to the site visit for the Hearing Officer and the parties to use for purposes of reference.
The Petitioner has been asked to consult with other parties and file a proposed itinerary by Wednesday, March 23, 2022.

Location: Parties are hereby requested to meet at the site promptly at 11:00 A,M. The property owner of the project site, as well as the daycare facility to the south, has requested attendees park at the daycare lot. She is concerned, depending on snow conditions, the shoulder of the access driveway may be soft or more narrow. See below red flag at 71 Depot Street, St. Johnsbury, VT (daycare), the green/blue flag is the location of the array:

Access to the daycare is from the north. The Depot Street access (from the south) is believed to be blocked off now for the winter. The daycare access from the north does not show up on Google Maps. It is on the site plan, OFF Lapierre Drive. So, off I-91, go to the beginning of Lapierre Drive and the new daycare driveway is the first drive on the right.


Alternately, if you enter "10 Lapierre Drive, St Johnsbury VT", Google maps drops a pin very close to the entrance they are directing to.

Consistent with the Commission's May 13, 2021 Order Announcing Commission Will Decide Whether to
Hold Site Visits on a Case-By-Case Basis (#20-0789-INV), the Commission expects that all attendees at site
visits will make best efforts to maintain a six-foot distance from other attendees who are not members of
their household. However, the Commission recognizes that given a particular site’s physical characteristics,
that may not always be possible to achieve. As a result, consistent with Addendum 15 and until further
notice, the Commission directs all attendees at site visits held by the Commission or a hearing officer to
