RE: Investigation into the performance of the Vermont electric utilities during the winter of 2022-2023 on the delivery of electricity in Vermont
In response to customer complaints and initial investigation, the Vermont Public Utility Commission (“Commission”) opened a broader fact-finding investigation into the impacts of the extreme weather in the winter of 2022-2023 on the delivery of electricity in Vermont.1 The Commission is investigating how effective Vermont’s electric utilities were in delivering, maintaining, and restoring service to their customers in the aftermath of the winter’s severe storms. The investigation includes reviewing the response and planning measures that were undertaken by the utilities and any areas that did not meet customer expectations.
The Commission agreed to hold a workshop after winter during which the Vermont utilities, the Vermont Department of Public Service (“Department”), and electric customers can present their views and recommendations.

The Commission will conduct a workshop to discuss electric utility operations during the
severe 2022-2023 winter events, including efforts that improve customers’ experience during and
after such events. At the workshop, Vermont electric utilities are requested to prepare
presentations on their operations during the extreme weather in the winter of 2022-2023.
Electric customers are welcome to participate in the workshop and share their concerns and
possible solutions to any problems identified in this investigation. In addition, Vermont utilities, the Department, and electric customers should be prepared to address the following questions during the workshop. Vermont utilities may include information in response to the questions in their presentation materials filed in advance of the workshop.

The Commission will convene a workshop in this proceeding on Thursday, September
